United States Civil Defense refers to the use of civil defense in the history of the United States, which was the organized non-military effort to prepare Americans for military attack. The triangle in the badge emphasized the 3-step Civil Defense philosophy.
President Franklin D. Roosevelt established the Office of Civilian Defense in 1941. It preceded the current Federal Emergency Mnaagement Agency (FEMA).
The OCD recruited and trained civilian volunteers for more than 25 wartime jobs, including fire watcher, nurses’ aide, chaplain, and auxiliary policeman.
